In response to the growing interest in reducing the climate impact from aviation non-CO2 emissions, EASA was tasked with establishing a research project on non-CO2 aviation emissions under the EU Horizon Europe’s 'Cluster 5 – Climate, Energy, and Mobility' to contribute to climate neutrality in Europe by 2050.
The Aviation Non-CO2 Expert Network (ANCEN) was established in June 2024 (Terms of Reference) as part of the ‘NONCO2’ Research Project. It will run until Q3 2027 with the objective to strengthen and coordinate a European network of experts across a range of stakeholder groups. ANCEN aims to provide technical support on the development, agreement and implementation of effective action within Europe and internationally to mitigate the overall climate impacts from aviation taking into account both CO2 and non-CO2 emissions.

Expected November 2025
Taking stock of the work performed during Year 1, the Network subsequently agreed to a follow-up ANCEN Work Programme 2025-2026. This includes technical guidance on how to take forward and coordinate future work on non-CO2 emissions, the application of the uncertainty framework approach to use cases that are specific to aviation, technical support to policymaking discussions and further communication initiatives.
