Rulemaking explained

The Rulemaking procedure (EASA Management Board Decision No 01-2022) provides the procedure on how the Agency organises rulemaking projects.

The planning of rulemaking activities is embedded in the European Plan for Aviation Safety (EPAS). The Agency’s Procedure for Safety Programming and Monitoring defines how the Safety Programmes, including the Rulemaking Programme (RMP) and the European Plan for Aviation Safety (EPAS), are developed and monitored. The decision on rulemaking priorities is informed by a Best Intervention Strategy (BIS). EPAS and BIS are consulted with the Agency’s Advisory Bodies.
