The Agency published a Call for Expression of Interest for the Establishment of a List of Vendors for “Development of Technical Aviation Safety Promotion Content” (EASA/2026/VL/0017) in the EU Funding and Tenders Portal.
A step-by-step overview of the call
Aim of the call
The aim of this call for expression of interest is to establish a list of vendors with specialist aviation knowledge combined with skills in both content marketing and media with the objective to develop effective safety promotion content (video and related material) to support aviation professionals in the different domains in managing their safety risks.
Depending on the topic, the creation of content may require aircraft and/ or specialist equipment as well as any relevant operational approvals or permission to film from organisations that have such approvals to ensure that risks of the filming process are managed appropriately.
This call does not envisage the creation of animated or AI videos alone. This call specifically applies to technical, live action videos filmed or related to aviation specific situations.
Call for Expression of Interest (CEI) procedure
Interested parties, able to provide the above-mentioned services are invited to put themselves forward to be included on a list of vendors in accordance with the rules set out in the call. The Contracting Authority will draw up a list of vendors who have expressed their interest.
Whenever a contract is to be awarded in a topic covered by the list of vendors, the contracting authority will invite all the registered vendors by choosing the 1-step or 2-step procedure:
- 1-step procedure – All procurement documents (Invitation to Tender Form including exclusion, selection and award criteria) will be sent to all vendors, and full tenders will be received and evaluated.
- 2-step procedure – A description of the service, exclusion and selection criteria are sent to all vendors, and they submit requests to participate. Only those who pass exclusion and selection criteria are then invited to tender in a second step.
Invitation to Tender form (Annex II) is available for information purpose only. The Agency may modify the fields and criteria according to the needs and type of procedure used.
The Agency reserves the right to use the list when and to the extent needed. Please note that inclusion in the list entails no obligation on the part of the Agency to conclude a contract.
Validity of the Call and Database
The call and corresponding sub-lists are concluded for a period of 12 months, renewed automatically up to three times for a maximum period of validity of four years, until 20/02/2030, unless notification to the contrary is received / published. Interested parties may submit an application at any time prior to the last three months of validity of the list.
