How to apply
The preferred way to receive applications for ETSOA is via the EASA Portal.
You will find information on how to register to become a user of the EASA Portal here.
Applications may alternatively be submitted by email to etsoa [at] easa.europa.eu, this might however lead to slightly longer processing times.
Please support the paperless management of applications by submitting documents to EASA electronically only.
Specific technical documents shall be provided directly to the person responsible for investigating your application. The individual contact details will be communicated to you upon EASA application acceptance.
If this is your first application to EASA and you do not have an EASA applicant account, you will need to submit a copy of articles of incorporation of the entity or business registration stating the company name, business registration number and legal seat of the company.
In case the applicant is not a company but a natural person, a copy of the person’s ID or passport needs to be provided.

Good to know
Fees and Charges: In accordance with Commission Implementing Regulation (EU) 2019/2153, the Agency levies fees and charges for all its certification and approval activities. Applications for a European Technical Standard Order Authorisation will be charged in accordance with Table 1 of Part I of the Annex to this Regulation. This fee will be levied per application and per period of twelve (12) months. For the period after the first 12 months, the fee shall be 1/365th of the relevant annual fee per day.
Minor changes to ETSOA are classified as ‘Administrative Change’ and ‘Technical Change’. An ‘Administrative Change’ will be charged 1 working hour in accordance with Part II of the Annex. A ‘Technical Change’ will be charged in accordance with Table 4 of Part I of the Annex.
After the issuance of the European Technical Standard Authorisation, EASA will levy per period of twelve (12) months an annual fee in accordance with Table 8 of Part I of the Annex to this Regulation, for the purpose of maintaining the certificate. The first 12-month period starts on 01 June following the date on which the certificate is issued.

Auxiliary Power Units: For the initial approval of APUs, please submit an application for Type Certificate (FO.CERT.00030) in accordance with 21.A.604.
Acceptance of ETSOA/TSO: Any TSO/ETSO article approved by FAA/EASA shall be dealt with as per the FAA-EASA Technical Implementation Procedure (TIP) rev. 6, paragraph 3.2.3 and paragraph 3.3.3 and is mutually accepted.
Revisions: EASA will not accept applications from USA for revisions to existing ETSO certificates for all articles. Minor changes to TSOAs where a validated ETSOA exists are processed by the FAA and will be accepted as per the provisions of the TIP. Therefore the existing ETSOA certificates will not be revised.
