NPA 2026-103

This NPA proposes simplification measures for Regulations (EU) 2019/945, 2019/947 and 2021/664, taking account of stakeholder input and of the experience accumulated during the first five years of application of the UAS regulatory framework.

The proposed measures aim to expand the operations that may be conducted in the open category and, in the specific category, to increase the use of standard scenarios (STS) for operations with a low-risk profile, in particular operations up to SAIL II under SORA (specific operation risk assessment). Such operations could therefore be conducted on the basis of an operational declaration, without a prior operational authorisation. 

The regulatory proposal reduces administrative burden and enables economic benefits for National Aviation Authorities, UAS operators, UAS manufacturers and training entities, resulting in overall cost savings of approximately 39% compared to the current framework. 

In addition, this NPA introduces selected security measures identified by the European Commission in the Action Plan on Drone and Counter Drone Security it published in February 2026. 

Finally, it introduces a few modifications to address some inconsistencies in the Regulation that have emerged from its application. 

The proposed regulatory material is expected to increase efficiency, promote cost-efficiency, support a level playing field and strengthen the security of UAS operations.
