This Opinion puts forward amendments to Implementing Regulation (EU) 2019/947 and Delegated Regulation (EU) 2019/945 with a view to enhancing the security of UAS operations, in response to the European Commission’s Action Plan on Drone and Counter Drone Security of 11 February 2026.
The proposed amendments shall require Member States to verify the identity of UAS operators before registration, lower the mass threshold for mandatory registration and direct remote identification from 250 g to 100 g, and clarify the framework for UAS geographical zones by introducing national conditions to improve the accessibility and consistency of information on UAS operations across the EU.
The proposed regulatory material is intended to enhance the security and traceability of UAS operations and support effective enforcement action by competent authorities while limiting the impact on lower-risk operators, in particular by retaining the discretionary nature of Member States’ power to establish UAS geographical zones and national conditions, subject to a risk-assessment safeguard, and by allowing alleviations for UAS operated within model aircraft clubs and associations.
