
The ReFuelEU Aviation Regulation (RFEUA) stipulates in Article 13 that EASA is required to annually prepare and publish a RFEUA Annual Technical Report, starting in 2025.
The 2026 report provides an in-depth analysis of the data reported by aviation fuel suppliers and aircraft operators for 2025, the first year in which the main RFEUA obligations applied. It also provides an update on developments in the EU SAF market.
The report thus offers a comprehensive, data-driven picture of the EU SAF market in 2025, based on real-world data, and enables progress towards the objectives of RFEUA to be effectively monitored.
Key Findings of the Report
- Reporting:
- Aviation fuel suppliers: 90% submitted reports (102/115). Reported 39.3 million metric tons (Mt) of aviation fuel supplied, incl. 1.1 Mt of SAF (2.79%).
- Aircraft operators: 93% submitted reports (367/393). Reported 43.1 Mt fuel uplifted, 1 Mt of SAF purchased.
- Characteristics of SAF supplied: SAF supply primarily aviation biofuels (approximately 80%), overwhelmingly derived from UCO. 85% of feedstocks imported, mainly from China (61%), followed by Malaysia (8%) and Indonesia (5%).
- Emissions impact: SAF reduced lifecycle emissions by a weighted average of ~89%, saving 3.77 Mt CO₂e in 2025.
- SAF supply distribution: In 2025, SAF was supplied at 121 Union airports across all 27 EU Member States. The Netherlands received the largest amount of SAF among the EU Member States (320 kt; or 29% of all SAF reported).
- Production outlook: By 2030, EU SAF production could reach 1.5 Mt (only currently available capacity), 3.7 Mt (including capacity under construction + post-FID), or 5.5 Mt + 0.6 Mt synthetic (including high-credibility project announcements). Meeting 2030 SAF target (6%) is well within reach. Synthetic fuels continue to lag behind (no large-scale facilities reached FID yet), yet project pipeline is growing and EU Member States scale up support.
- Prices: 2025 SAF avg. €1,925/t vs €640/t for conventional jet fuel.

- EASA reference prices for RFEUA eligible aviation fuels: This methodology document is maintained by EASA as a supplementary resource to provide a more detailed explanation of how reference prices are determined for aviation fuels eligible under the ReFuelEU Aviation Regulation. Establishing these reference prices forms a key part of EASA’s work for its Annual Technical Report. The reference prices are intended to serve as reference for EU Member States in the determination of penalties under RFEUA as well as for the support mechanism for the use of eligible aviation fuels under the EU ETS Directive (FEETS).
- Assessment of EU SAF production capacities: This methodology document is maintained by EASA as a supplementary resource to provide a more detailed explanation of how EASA conduct its annual assessment of the EU’s SAF production capacities. The assessment of the EU’s SAF production capacities is a central component of EASA’s broader assessment of the EU SAF market, which forms part of the Annual Technical Report.
