This NPA proposes amendments to the acceptable means of compliance (AMC) and guidance material (GM) to
Part-M, Part-CAMO, Part-CAO and Part 21 to facilitate the understanding of the principles laid down in Opinion No 08/2024 and support the implementation of the related amendments, once adopted, to Regulations (EU) Nos 1321/2014 and 748/2012.
The proposed amendments in question complement, and in certain cases supersede, the AMC and GM that were proposed with NPAs 2016-08, 2016-19 and 2015-17 on key topics addressed in Opinion No 08/2024, particularly those related to the use of an evaluation programme for the import of aircraft or the sampling in the airworthiness review process, which EASA wishes to consult with its Advisory Bodies. The proposed amendments aim to enhance aviation safety as well as standardisation and harmonisation among stakeholders, address existing shortcomings and, together with Opinion No 08/2024, will contribute to the simplification of the regulatory framework for the import of aircraft and the airworthiness review process.
Overall, the proposed regulatory material supports the strategic objectives outlined in Opinion No 08/2024, which include raising the standards applied when importing aircraft from non-EU regulatory systems, thus facilitating the transfer of aircraft between Member States and reducing unnecessary administrative burden associated with obtaining airworthiness review certificates.
