Implementation of the latest CAEP amendments to ICAO Annex 16, Volumes I, II and III

This Notice of Proposed Amendment (NPA) concerns the update of the applicable environmental protection requirements laid down in Regulation (EU) 2018/1139, as well as of the associated acceptable means of compliance (AMC) and guidance material (GM), in order to implement the latest amendments to Volumes I, II and III of Annex 16 ‘Environmental Protection’ to the Convention on International Civil Aviation (ICAO Annex 16). It also proposes a correction to Regulation (EU) No 748/2012.

The first subparagraph of Article 9(2) of Regulation (EU) 2018/1139, as last amended by Regulation (EU) 2025/870, makes reference to the environmental protection requirements laid down in Volumes I, II and III of ICAO Annex 16, with which a product is required to comply.

On 27 March 2026, the Council of the International Civil Aviation Organization (ICAO) adopted

  • Amendments 15, 12 and 3 to Volumes I, II and III respectively of ICAO Annex 16, which will become applicable on 1 January 2027.
     

These amendments introduce new Standards and Recommended Practices (SARPs), including new noise standards for subsonic and supersonic aeroplanes, new maximum permitted CO2 emissions evaluation metric values for subsonic aeroplanes, new definitions, and clarifications relating to existing SARPs.

The proposed regulatory material implements the ICAO Annex 16 SARPs for the certification of products. 

It is intended to maintain a high uniform level of environmental protection and provide for a level playing field for all stakeholders in the aviation market.
