EASA releases latest issue of its Concept Paper on Artificial Intelligence for comment

AI Concept Paper cover

The European Union Aviation Safety Agency (EASA) released Proposed Issue 03 of its Concept Paper on Artificial Intelligence (AI), now open for a consultation period of 10 weeks. This is the final Concept Paper deliverable foreseen under the  EASA Artificial Intelligence Roadmap 2.0.

Building on Issue 02, which explored Level 1 AI (‘human augmentation/assistance’) and Level 2 AI (‘human-AI cooperation and collaboration’), this proposed new issue completes the technical scope foreseen in the EASA AI Roadmap 2.0. It further broadens the framework of technical guidance by addressing additional AI techniques, including reinforcement learning and symbolic AI. It also explores Level 3 AI applications, corresponding to ‘advanced automation’. These applications open the way to novel types of operations in which the human end user may be either remotely present, or not present during the operation.

The proposed Issue 03 represents an important vector of exploration for the aviation community. It supports the continued development of a human-centric AI trustworthiness framework, in line with EASA’s commitment to enable innovation while maintaining the highest levels of safety and environmental protection.

While the publication of the proposed Issue 03 marks a new major step in the implementation of the EASA AI Roadmap 2.0, this is not the end of the journey: following the consolidation phase, EASA will continue to work with stakeholders in support of the AI strategy for aviation.

EASA would like to thank all stakeholders who have contributed to the preparation of this important publication and looks forward to receiving feedback during the consultation period. Stakeholders are invited to provide their comments using the dedicated comment-response document and to send their feedback to ai [at] easa.europa.eu (ai[at]easa[dot]europa[dot]eu) no later than August 12, 2026.
