REGIONAL AVIATION SAFETY PROGRAMME Module 2: Core Flight Operations Delhi, March 24-26

The Regional Aviation Safety Programme (RASP) is delivered under the EU–South Asia Aviation Partnership Project, funded by the European Union and implemented by the European Union Aviation Safety Agency (EASA), in close cooperation with ATR.

Following the foundations established in Module 1, which focused on Safety Management Systems (SMS), risk identification, and Flight Data Monitoring (FDM), Module 2 shifts the focus to core flight operations and operational decision-making. The module is designed to connect safety management principles with day-to-day operational practices that directly influence flight safety and performance in regional operations.

Over three days, regulators and operators will work together on practical operational topics including weight and balance, aircraft performance, dispatch practices, and the link between operational efficiency and safety outcomes. Planned sessions combine technical inputs from ATR and EASA with facilitated discussions and examples drawn from in-service experience across the region.

Module 2 aims to strengthen a shared understanding of how operational practices, data, and procedures interact with SMS, and how authorities and operators can use this understanding to support effective oversight, informed decision-making, and continuous safety improvement. The emphasis throughout the module is on practical application, relevance to regional operating environments, and the use of operational data as an enabler for both safety and efficiency.
