Support to transposition of EU aerodrome rules in Azerbaijan

The activity conducted with the help of experts from ENAC Italy from 26 to 28 November 2025 was designed to support the State Civil Aviation Agency (SCAA) in identifying the regulatory and institutional building blocks required to properly implement Regulation 139/2014, with advice on practical aspects of implementation including recommendations on training.

The working sessions were held at the SCAA headquarters in Baku and were structured into functional blocks over three days:
• Day 1: Implementation Level and Legal Assessment. The experts presented the results of the preliminary assessment, focusing on the differences in scope between Regulation (EU) 2018/1139 and national legislation. Discussions centered on the legal necessity of establishing a Certification Basis (CB) and defining a new template for the Terms of the Certificate.
• Day 2: Organizational Challenges and Training Needs. This session addressed the maturity of SMS and Compliance Monitoring functions among service providers and the SCAA. Through case studies on international compliance, the team discussed specific training needs for SCAA inspectors, particularly regarding Risk-Based Oversight (RBO) and the management of technical deviations.
• Day 3: Implementation Roadmap and Oversight Procedures. The final day was dedicated to discussions on the implementation roadmap (Annex 3). Procedures for the SCAA Internal Management System (Part-ADR.AR) and future requirements for an Information Security Management System (Part-IS.AR) were also addressed. A possible strategic plan for issuing new certificates under the future regime was discussed.
