From 9 to 11 December 2025, three experts from Croatian CAA were supporting Armenia in implementing EU rules concerning air carrier licensing, insurance requirements and passenger rights as a part of the Eastern Partnership project, funded by the European Union and implemented by EASA - European Union Aviation Safety Agency.
The aim of the activity was to:
- make a gap analysis and on-site comprehensive review of the following topics: licensing of air carriers in the terms of economic capabilities of air carriers, insurance requirements for air carriers and aircraft operators and air passenger rights in case of flight disruption based on Regulation (EU) No 1008/2008, Regulation (EU) No 785/2004 and Regulation (EU) No 261/2004.
- introduce and analyse the requirements prescribed by Regulation (EC) No 1008/2008, with a specific focus on Chapter II – Operating Licence, and comparison of these requirements with the existing Armenian legal and procedural framework, introduction and analysis of requirements of Regulation (EC) No 261/2004.
- support Armenian authorities in better understanding EU requirements for operating licence issuance, financial fitness, ownership and control, and continuous monitoring of air carriers. The discussions and presentations clarified the EU approach to economic oversight and highlighted key differences with the current Armenian framework, providing a basis for future harmonisation efforts.
