Annual Technical Report
Each year, starting in 2025, the European Union Aviation Safety Agency (EASA) will publish the ReFuelEU Aviation Annual Technical Report. This report provides a clear overview of two key areas:
- ReFuelEU Aviation KPIs: Key metrics that the stakeholders are reporting to meet their obligations under the ReFuelEU Aviation Regulation
- SAF Market Development: The latest trends and progress in the production and use of Sustainable Aviation Fuels (SAF) across the EU.
The report helps highlight successful initiatives and pinpoint areas where further action is needed to advance sustainable aviation and will generally help to monitor the SAF ramp up in Europe.
Sustainability Portal
The EASA Sustainability Portal is a comprehensive digital platform designed to streamline and simplify reporting for ReFuelEU Aviation and the Flight Emissions Label. It provides a centralised, secure, and user-friendly environment that enhances collaboration through automated data validation and structured workflows.
The portal is an invitation-only platform for key stakeholders, including the European Commission, EASA, Competent Authorities, Aircraft Operators and Verifiers.

Reporting Template
To fulfil their obligations under Article 8 of the ReFuelEU Aviation Regulation, aircraft operators must fill in and submit the Template for Aircraft Operators (see Annex II to this Regulation).
In order to facilitate the reporting process, EASA developed the Fuel Monitoring Tool. This recommended tool aims to facilitate the monitoring and reporting exercise of aircraft operators as well as the verification process by verifiers. Users are free to adapt the tool as they best see fit for their operations.
The monitoring plan template is an optional tool to support AOs identify their monitoring processes for the purposes of RFEUA reporting and support verification bodies and competent authorities during the audits of the reports.
Manual for Aircraft Operators and Verification Bodies
Interested stakeholders can download the Manual for Aircraft Operators and Verification Bodies, which provides guidance on reporting and verifying data as outlined in Article 8 of, and Annex II to, the ReFuelEU Aviation Regulation.
The European Commission has also published Interpretative guidelines on the application of the exemptions referred to in Article 5 of this Regulation.
