EAR for Air OPS

Revision 23 from December 2025 of the Easy Access Rules for Air Operations (EAR for Air OPS) incorporates the following regulatory material:

  • Commission Implementing Regulation (EU) 2025/24 of 19 December 2024 amending Regulation (EU) No 965/2012 as regards requirements for aircraft operators related to ground handling activities;
     
  • Commission Implementing Regulation (EU) 2025/133 of 28 January 2025 amending Regulation (EU) No 965/2012 as regards non-commercial operations conducted in visual flight rules conditions with gyroplanes;
     
  • Corrigendum to Commission Implementing Regulation (EU) 2024/1111 of 10 April 2024 amending Regulation (EU) No 1178/2011, Implementing Regulation (EU) No 923/2012, Regulation (EU) No 965/2012 and Implementing Regulation (EU) 2017/373, as regards the establishment of requirements for the operation of manned aircraft with a vertical take-off and landing capability;
     
  • EASA Executive Director (ED) Decision 2025/002/R of 3 February 2025 issuing:

    • Amendment 26 to Issue 2 of the Acceptable Means of Compliance and Guidance Material to Annex III (Part-ORO); and
    • Amendment 15 to Issue 1 of the Acceptable Means of Compliance and Guidance Material to Annex V (Part-SPA)

    to Commission Regulation (EU) No 965/2012, to improve the regulatory framework;

  • EASA Executive Director (ED) Decision 2025/008/R of 7 July 2025 issuing:

    • Amendment 17 to Issue 1 of the Guidance Material to Annex I (Definitions for terms used in Annexes II to VIII);
    • Amendment 27 to Issue 2 of the Acceptable Means of Compliance and Guidance Material to Annex III (Part-ORO); and
    • Amendment 25 to Issue 2 of the Acceptable Means of Compliance and Guidance Material to Annex IV (Part-CAT)

    to Commission Regulation (EU) No 965/2012, to support the implementation of the new EU safety regulations on ground handling (GH) at aerodromes subject to the EU Treaties; and

  • EASA Executive Director (ED) Decision 2025/010/R of 7 July 2025 issuing:

    • Amendment 4 to Issue 1 of the Guidance Material to the Cover Regulation;
    • Amendment 18 to Issue 1 of the Guidance Material to Annex I (Definitions);
    • Amendment 16 to Issue 3 of the Acceptable Means of Compliance and Guidance Material to Annex II (Part-ARO);
    • Amendment 28 to Issue 2 of the Acceptable Means of Compliance and Guidance Material to Annex III (Part-ORO);
    • Amendment 16 to Issue 1 of the Acceptable Means of Compliance and Guidance Material to Annex V (Part-SPA); and
    • Issue 1 of the Acceptable Means of Compliance and Guidance Material to Annex IX (Part‑IAM)

    to Commission Regulation (EU) No 965/2012, to illustrate the means to show compliance with the operational requirements applicable to manned VTOL-capable aircraft (VCA).

The EAR for Air OPS cover all Annexes to the Air OPS Regulation (Definitions, Part-ARO, Part-ORO, Part-CAT, Part-SPA, Part-NCC, Part-NCO, Part-SPO, Part-IAM), as well as the related CSs, AMC, and GM. They contain the applicable rules for Air OPS displayed in a consolidated, easy-to-read format with advanced navigation features through links and bookmarks.

The EAR for Air OPS are available for free download on the European Union Aviation Safety Agency’s website as pdf as well as in xml format with machine-readable content. As they are generated through the eRules platform, they will be regularly updated to incorporate further changes and evolutions to their content.
