EASA has published the 15th edition of the European Plan for Aviation Safety (EPAS) that outlines the strategic priorities shared by EASA and Member States, the primary safety risks affecting the European aviation safety system and the necessary actions to mitigate them.
The Agency is currently undertaking a comprehensive review of the approach to the EPAS. Given that the current 3-year cycle runs from 2023 to 2025, the cycle has been extended by another year while this review is completed.
EPAS Volume I ‘Strategic Priorities’ 2023-2025 has, as a result, been extended until the end of 2026 with an addendum introducing 3 new strategic priorities. These are “Big data technologies to support the EU aviation safety risk management”, “Rules simplification” and “SES 2+ framework implementation.” There are also updates to some of the existing priorities.
Volume II ‘EPAS Actions’ provides the plan for the actions to mitigate the main safety risks identified in Volume III and includes actions planned for 2026 and beyond. Following the completion of 31 actions in 2025, the 2026 Edition of EPAS Volume II contains 129 actions, 15 of which are new.
Volume III ‘Safety Risk Portfolio’ provides the overview of the safety issues affecting the European aviation system. Volume III was reviewed and updated through the Safety Risk Management (SRM) process and includes two new safety issues. These are ‘In-flight fires in inaccessible areas” and ‘Out-of-spec synthetic aviation turbine fuels (SATF) in operations’.
