This NPA proposes amendments to the Certification Specifications and Acceptable Means of Compliance for Large Aeroplanes (CS-25) in order to reflect the state of the art and best practices, based on the selection of non-complex, non-controversial, and mature subjects. It also addresses several safety recommendations.
The following items are addressed:
Item 1: Incorrect assembly or adjustment of system elements
Item 2: Alternative fire-extinguishing agents
Item 3: Legacy term ‘improbable failure condition’
Item 4: Landing gear safe separation
Item 5: Pneumatic systems (merging of CS 25.1436 and CS 25.1438)
Item 6: Object entrapment between movable parts of seats and associated furnishings
Item 7: Revision of AMC 25.813(c) in relation to the means to prevent escapees from bypassing the intended evacuation route
Item 8: Design and installation of life preserver containers — harmonisation with ETSO-C127c
Item 9: Composite materials used on aircraft seat structures
Item 10: Exit sign viewing distance
Item 11: Safety assessment standards
Item 12: Indirect effects of some operating and external environmental conditions
Item 13: Equipment, systems, and installations covered by CS 25.1309(a)(2)
Item 14: Technology-agnostic approach to energy supply devices
Item 15: Ram air turbine (RAT) — blade release
Item 16: Clarification regarding CS 25.683(b) ‘Operation Tests’
Item 17: Update of CS and AMC 25.1322 ‘Flight Crew Alerting’
Item 18: Flight guidance system — inadvertent capture of sidelobes of the glideslope beam
Item 19: Security — installation of physical secondary barriers
Item 20: Powerplant fire protection — shut-off means
The proposed regulatory material is intended to deliver a safety benefit, has no social or environmental impacts, and delivers some economic benefits by streamlining the certification process. It will also increase the harmonisation with the U.S. Federal Aviation Administration (FAA) regulations in certain areas.
