Socio-economic factors and aviation safety: Under Article 89 of Regulation (EU) 2018/1139, EASA is required to assess the interdependencies between aviation safety and socio-economic factors affecting safety-critical personnel in European aviation. This second Article 89 report provides an evidence-based assessment of how socio-economic conditions may influence operational environments, safety precursors and reporting trends across commercial air transport operations in the EU.
Developed with the support of ALG Global Infrastructure Advisors and in consultation with industry stakeholders, the study combines survey data from aviation professionals, occurrence reporting data from the European Central Repository (ECR), operational datasets and literature review. The report introduces a structured analytical framework linking socio-economic factors to operational risk areas, safety precursors and observable safety outcomes. The analysis covers flight crew, cabin crew and operational control centre staff, and examines areas such as employment and working conditions, health and lifestyle, education, labour-market dynamics, and work intensity and flexibility.
The report concludes that, within the scope and limitations of the study, no statistically robust or systemic causal relationship could be established between socio-economic conditions affecting safety-critical personnel and aviation safety outcomes across the European aviation system. At the same time, the findings highlight the importance of continued monitoring and further data collection, particularly regarding fatigue and communication-related issues, which emerged across the evidence base as areas requiring attention.
The report also identifies limitations in current data availability and highlights the need for improved monitoring capabilities, strengthened reporting culture and enhanced cooperation between aviation safety and labour stakeholders. The findings will support future safety promotion activities, oversight initiatives and the continued integration of socio-economic considerations into aviation safety analysis.
