The European Union Aviation Safety Agency (EASA) and the Directorate General of Civil Aviation of Indonesia (DGCA Indonesia) have marked the conclusion of a new Working Arrangement on Airworthiness Certification, strengthening cooperation between the two authorities and making it easier for European aviation approvals to be validated or accepted in Indonesia.
The Working Arrangement builds on the Memorandum of Understanding on civil aviation cooperation signed by EASA and DGCA Indonesia in 2019. It provides a practical framework for reducing unnecessary duplication of technical inspections, evaluations and testing, while maintaining a high level of aviation safety.
A ceremony to mark the arrangement took place in September during the 61st Conference of Directors General of Civil Aviation of the Asia and Pacific Region (DGCA/61) in Kuala Lumpur with Ir. Lukman F. Laisa, Director General of Civil Aviation of Indonesia, and Maria Nieves Rueda Garcia, EASA Safety Management, Sustainability and Global Outreach Director.
Under the Arrangement, DGCA Indonesia will use streamlined procedures for validating or accepting a range of approvals issued under EU aviation safety legislation. Some approvals, including Type Certificates and certain major changes, will continue to require validation by DGCA Indonesia, while other eligible design changes, repair designs and authorisations can be accepted directly.
The Arrangement also confirms that holders of EU design certificates covered by it do not need to obtain a separate DGCA Indonesia Design Organisation Approval. It also provides for closer coordination between the two authorities where EASA issues Design Organisation Approvals to organisations in Indonesia. For production and export airworthiness, DGCA Indonesia will also accept relevant EU documentation, including EASA Form 52 for new aircraft and EASA Form 1 for new engines, propellers, parts and appliances.
