EASA and EUROCONTROL are pleased to invite you to a Competency‑Based Training and Assessment (CBTA) Workshop for National Competent Authorities (NCAs).
This workshop is designed to support your understanding of the amendment to the European ATCO Licensing Regulation (EU) 2015/340, applicable from 1 January 2029, introducing CBTA requirements for initial training and operational units/training organisations.
All initial training organisations and operational units/training organisations will be required to apply CBTA principles when designing their training courses.
- For initial training, the competencies have been defined and are supported by Acceptable Means of Compliance (AMCs) and Guidance Material (GMs).
- For unit training, operational units are required to develop their own adapted competency model and assessment processes to ensure students reach the required level of performance.
NCAs require a solid understanding of CBTA principles and their application within the regulatory context. This workshop is designed to provide that foundation.

Who should attend:
This workshop is intended for personnel working for European National Competent Authorities responsible for approval of ATCO initial training courses, unit endorsement courses and practical instructor & assessor courses.
Workshop cost: The workshop is free of charge to attend. Participants pay for their own travel, hotel and subsistence expenses.
Number of Participants: A maximum of 100 participants.
