Afghanistan airspace, Kabul Flight Information Region (FIR OAKX).
Following the Taliban takeover of the country in August 2021, the security situation has not been stable and there is a continued possible threat to civil aviation resulting in a HIGH risk to operations at altitudes below FL 320.
Extremist non-state actor groups remain active and retain the capability to target aviation, including through direct rocket or mortar attacks, indirect fire, suicide attacks and the potential use of man-portable air-defence systems (MANPADS). In addition, recurrent Pakistani cross-border military operations, including airstrikes and missile attacks, increase the likelihood of military activity affecting Afghan airspace with limited warning, creating additional risks for civil aviation.
In terms of airspace management, there is an aviation safety concern due to the absence or limited availability of Air Traffic Services (ATS) across the entire country. As a result, there are limited mitigating measures, on which air operators can rely at present
Air operators should:
- Not operate within the airspace of Afghanistan (FIR Kabul - OAKX) below FL 320.
- Closely monitor airspace developments in the region and follow all available aeronautical publications, including information shared through the European Information Sharing and Cooperation Platform on Conflict Zones, alongside available guidance or direction from their national authorities.
