Continued integrity verification programme (CIVP)

The objective of a continued integrity verification programme (CIVP) is to make sure that the assumptions made during certification on the reliability of critical rotorcraft components remain valid throughout their operational life.
EASA Certification Memorandum (CM)-S-007 Issue 01, issued on 19 August 2015, provides high-level guidance on the CIVP and has been applied for different applications. Nevertheless, for some of the applications, it was identified that:
—  the scope of the parts to be addressed and the amount of data to be collected was not sufficiently clear;
—  the costs for some applicants were higher than expected;
—  there is no distinction made between CS-27 and CS-29;
—  it is difficult for some type certificate (TC) holders to obtain the necessary data by external organisations that own the parts and the data.
This rulemaking task (RMT) aims to update and expand the guidance on the CIVP, originally presented in EASA CM-S-007 Issue 01, and transpose it as AMC and/or GM into CS-27 and CS-29. The need for creating a new rule, for instance within CS.27/29.602, should be assessed during this RMT.
The main objective is to introduce the concept and purpose of the CIVP that already exist in EASA CM-S-007 Issue 01, as well as to develop the necessary guidance notably addressing the following:
—  the identification of parts to be included within the scope of the CIVP;
—  the identification of appropriate data needed for the CIVP;
—  the ways to document the CIVP (i.e. CIVP plan, CIVP instructions for operators and maintenance organisations, and CIVP report);
—  the adoption of a commensurate approach as regards CS-27 and CS-29 rotorcraft.
Through this approach, this RMT also intends to address two safety recommendations: NORW-2018-008 and UNKG-2023-005. While the objective is to develop new and supplement existing AMC and GM, it also supports the simplification initiative by streamlining requirements through the integration of the CM’s content.
