This Opinion proposes to align Commission Implementing Regulation (EU) 2017/373 and Commission Implementing Regulation (EU) No 923/2012, and the acceptable means of compliance (AMC) and guidance material (GM) to these regulations with the latest Amendment 82 to the International Civil Aviation Organization (ICAO) Annex 3 and the new ICAO PANS-MET, while also addressing issues identified during European Union Aviation Safety Agency (EASA) standardisation activities, stakeholder proposals for amendment, and the need for simplification, clarification and regulatory and editorial consistency to support harmonised implementation.
The proposed regulatory material concerns mainly provisions in Annex I (Part-DEFINITIONS), Annex IV (Part-ATS) and Annex V (Part-MET). In addition, Appendix 5 ‘REQUIREMENTS REGARDING SERVICES IN AIR NAVIGATION’ to Commission Implementing Regulation (EU) No 923/2012 concerning ‘Special air-report of volcanic activity form (model VAR)’ is proposed to be amended for regulatory consistency.
The proposed regulatory material is intended to support the safety and efficiency of aviation operations and improve the harmonisation in the provision of meteorological services at European Union level and globally.
