The Easy Access Rules for Ground Handling (Regulations (EU) 2025/23 and 2025/20) include the requirements for competent authorities to conduct oversight of ground handling organisations as well as the requirements for the safe provision of ground handling services and for the organisations providing them, accompanied by the related acceptable means of compliance and guidance material (AMC and GM). They are displayed in a consolidated, easy-to-read format with advanced navigation features through links and bookmarks.
More specifically, the first Easy Access Rules for Ground Handling (EAR for GH) from November 2025 incorporate the following regulatory material:
- Commission Implementing Regulation (EU) 2025/23 laying down rules for the application of Regulation (EU) 2018/1139, as regards requirements for the oversight of ground handling services and organisations providing them;
- Commission Delegated Regulation (EU) 2025/20 supplementing Regulation (EU) 2018/1139 by laying down requirements for the safe provision of ground handling services and for organisations providing them;
- ED Decision 2025/006/R and ED Decision 2025/007/R establishing AMC and GM to support the implementation of the new EU safety regulations on GH at aerodromes subject to the Treaties of the European Union; and
- the corrigenda to ED Decision 2025/007/R.
The EAR for GH are available for free download on the European Union Aviation Safety Agency (EASA) website as pdf, as well as in xml format with machine-readable content. As they are generated through the eRules platform, they will be updated regularly to incorporate further changes and evolutions to their content.
