The Easy Access Rules for Third Country Operators (EAR for TCO) contain the technical requirements and administrative procedures related to air operations of third country operators. They cover the following rules:
- all annexes of Commission Regulation (EU) No 452/2014, i.e. Annex 1 (Part-TCO) and Annex 2 (Part-ART) and the amendments thereto;
- the related acceptable means of compliance (AMC) and guidance material (GM) including their amendments; and
- the European Union Aviation Safety Agency (EASA) Management Board (MB) decisions on the TCO rules of procedure.
This Revision from July 2026 incorporates MB Decision 09-2026 amending MB Decision 01-2023 on the TCO Rules of Procedure. MB Decision 09-2026 was adopted by the MB on 6 July 2026 and entered into force on the same day. It was published on the EASA website on 9 July 2026.
The EAR for TCO are available for free download on the EASA website:
- in PDF format;
- as an enhanced online publication with optimised performance for quick and seamless navigation, permalinks of all rule articles, as well as improved filters and search functions; and
- in XML (machine-readable) format that can be easily processed by and synchronised with local applications, search databases, etc.
As the EAR for TCO are generated through the eRules platform, they will be updated regularly to incorporate further changes and evolutions to their content.
