Update of the flight simulation training device requirements

AMC & GM to Part-ORO — Issue 2, Amendment 30

This document contains information regarding the following Decisions:

  • ED Decision amending the acceptable means of compliance (AMC) and guidance material (GM) to Regulation (EU) No 1178/2011; 
  • ED Decision amending the AMC and GM to Regulation (EU) No 965/2012; and
  • ED Decision issuing CS-FSTD Issue 1.

In relation to Regulation (EU) No 1178/2011, EASA issues amendments to the AMC and GM to support the implementation of Regulation (EU) 2026/781 in the context of the qualification of flight simulation training devices (FSTDs) with FSTD capability signature (FCS) and the use of FSTDs with FCS or assigned FCS in task-to-tool methodology for aeroplane and helicopter type rating training. 

In relation to Regulation (EU) No 965/2012, EASA issues amendments to the AMC and GM to support the implementation of Regulation (EU) 2026/781 in the context of the use of FSTDs with FCS or assigned FCS in operator recurrent training.

In relation to CS-FSTD Issue 1, EASA issues new certification specifications for the qualification of aeroplane and helicopter FSTDs, based on the FSTD capabilities and fidelity levels specified in the FCS. 

The amendments to the AMC and GM and the issuance of CS-FSTD Issue 1 are intended to enhance flexibility in the qualification and use of FSTDs in type rating training and in operator recurrent training. All mentioned Decisions will apply on the same date when Regulation (EU) 2026/781 will apply. EASA will initiate an implementation support task — IST.0007 ‘Support the implementation of the FSTD capability signature (FCS) framework’ to support stakeholders in the implementation of the updated FSTD framework.
