Description
The Agency is organising a workshop on Flight Time Limitation (FTL) and Fatigue Risk Management (FRM), which will take place on 24/05/2018 at EASA headquarters in Cologne (from 09:00 - 17:00).
The workshop will be dedicated to the implementation of the Flight Time Limitations (FTL) and rest requirements for commercial air transport (CAT) operations with aeroplanes under Regulation 965/2012 and the associated acceptable means of compliance and guidance material.
The aim is to hold an interactive workshop attended by representatives from aeroplane operators and National Aviation Authorities. The workshop will give the opportunity to exchange views with industry and NAA representatives across Europe on topics that have been raised by industry and authorities requiring clarification or in need of a common understanding of the principles applied to FTL/FRM.
The aim is to have industry and NAAs presenting practical examples of FTL implementation and to allow for a broad discussion. This will be an opportunity to raise any questions regarding the European FTL rule, while sharing best practices.
The draft agenda will be published soon. Among the topics of discussion the following key aspects will be addressed:
- Individual FTL schemes (IFTSS) and how they work in practice.
a. Acclimatisation
b. Commanders’ discretion - Shared responsibility between airline management and personnel when implementing an operator’s IFTSS.
- Training of an operator’s staff to manage fatigue.
- Fatigue risk management (FRM) and when it is required. The link between an operator’s (Safety) management system and Fatigue Risk Management system.
- Difference between deviations from certification specifications (CS) and derogations from Implementing Rules.
- EASA’s upcoming review of the European FTL/FRM rules.
Input on specific topics
In order to ensure a successful workshop, participants are kindly invited to propose specific topics of discussions to the Agency in advance. If you have any particular topic that you like to see being addressed or question to be answered, please contact us at air_ops [at] easa.europa.eu by 15/04/2018 at the latest. The topics or questions should be related to Flight Time Limitations (FTL) and Fatigue Risk Management (FRM) in commercial air transport. The workshop is not intended to provide explanations of the rules, but rather to discuss implementation issues.

Registration for Presenters
Participation is free of charge for presenters. Presenters should not enrol via the online ticket shop, but instead should confirm their participation in writing to air_ops [at] easa.europa.eu.
Cancellations and Refund Policy
Substitutions and cancellations can be made until Tuesday 15/05/2018. Please notify us as soon as possible by writing to air_ops [at] easa.europa.eu.
Cancellations of an accepted registration must be made in writing to air_ops [at] easa.europa.eu and will incur a 25% non-refundable administrative fee per cancelled registration.
Registered participants who fail to attend without prior notice or those who requested a cancellation after the deadline are liable for the full attendance fee.
Refunds of fees will be made after the workshop.
The attendance fee will not be prorated should delegates not attend the entire conference.
