This page serves as a comprehensive reposiroty for all EASA documentation and updated information related to Regulation (EU) 2023/2405, commonly known as the ‘ReFuel EU Aviation Regulation’, to help stakeholders understand and implement the requirements of the Regulation.
On 31 October 2023, the ReFuel EU Aviation Regulation ‘on ensuring a level playing field for sustainable air transport’ was published in the Official Journal of the European Union. The Regulation is part of a legislative package aimed at reducing net greenhouse gas emissions by at least 55% by 2030, compared to 1990 levels — the ‘fit for 55’ package. The Regulation applies from 1 January 2024 and its first reporting obligation (Article 8) for aircraft operators is expected in 2025.
Sustainability Portal
EASA has developed the Sustainability Portal (digital reporting tool) for aircraft operators covered by the ReFuelEU Aviation Regulation, in order for them to fulfil their reporting obligations defined under Article 8 of this Regulation.
As of September 2024, the Competent Authorities of the EU Member States can review the exemption requests submitted by the aircraft operators through the ReFuelEU Aviation Sustainability Portal. When logged in, it is possible to access the manuals and frequently asked questions (FAQs) of the Portal.
The voluntary ‘Labelling Scheme’ data reporting for aircraft operators will also be possible through the Portal in due time.

Reporting Template
To fulfil their obligations under Article 8 of the ReFuelEU Aviation Regulation, aircraft operators must fill in and submit the ReFuelEU Aviation Template for Aircraft Operators (see Annex II to this Regulation).
In order to facilitate the reporting process, EASA developed the ReFuelEU Aviation Fuel Monitoring Tool. This recommended tool aims to facilitate the monitoring and reporting exercise of aircraft operators as well as the verification process by verifiers. Users are free to adapt the tool as they best see fit for their operations.
Manual for Aircraft Operators and Verification Bodies
Interested stakeholders can download the Manual for Aircraft Operators and Verification Bodies, which provides guidance on reporting and verifying data as outlined in Article 8 of, and Annex II to, the ReFuelEU Aviation Regulation.
The European Commission has also published Interpretative guidelines on the application of the exemptions referred to in Article 5 of this Regulation.
