Main reporting functionalities

ReFuelEU Aviation

The portal allows Aircraft Operators and Competent Authorities to manage the following ReFuelEU reporting streams:

  • Data Reporting: Submission of data related to the uplift of aviation fuel and Sustainable Aviation Fuels (SAF) purchases. (Article 8)
  • Exemptions: A guided workflow for Aircraft Operators to request exemptions. (Article 5.3)
  • SAF Access Difficulties: Reporting on challenges in accessing Sustainable Aviation Fuels (SAF) at a given Union Airport.  (Article 6)
  • Hydrogen and Electricity Supply: Reporting on the promotion of hydrogen and electricity infrastructure at Union airports. (Article 7)

Flight Emissions Label (FEL)

The portal manages the entire FEL lifecycle through a streamlined workflow:

  • Labels requests: Aircraft Operators upload operational flight data in the portal. (Article 3)
  • Calculation: The portal validates the data and calculates the label's emissions and required data points. (Article 5)
  • Label issuance: Labels are distributed via a public CSV file, a dedicated website, and mobile apps. (Article 8)

Shared functionalities

All users benefit from a set of shared functionalities:

  • Decentralised user management: A decentralised system allows organisations to manage their own users.
  • Aircraft Operators groups: One user is able to report on behalf of multiple Operators
  • Communications: Users receive automated notifications, a daily email digest, and targeted email campaigns on important milestones.
  • History log: Provides full traceability, showing who did what and when.
  • Knowledge base: A public knowledge base with manuals and FAQs for all the functionalities of the portal.

Platform and security

The portal is built on a robust and secure Platform as a Service (PaaS) model, enabling:

  • Continuous enhancements: The platform is consistently updated with new features and improvements.
  • Secure authentication: Multi-factor authentication is mandatory for all user accounts.
  • A robust platform: All data is hosted within the EU on a high-availability setup with a 99.95% uptime guarantee and daily backups.
  • Certified security: The service provider is ISO 27001 certified. This certification provides a structured framework for managing information security (ISMS) and means they are recognised for strict security practices.

Key Facts and Figures

The portal has demonstrated significant benefits in data quality and has seen a strong adoption by the various stakeholders:

  • Improved data quality: Automated data checks have reduced errors by 88% between the first upload and the final submission to authorities.
  • Strong user adoption: The portal has more than 1000 users since its go-live in June 2024, thanks to the onboarding campaign by the Competent Authorities.
  • Valuable resources: The knowledge base attracted 8000 pageviews and 3200 daily email digests have been sent between January and April 2025, enabling a smooth first reporting period for ReFuelEU Aviation.
  • Efficient reporting: 25 Aircraft Operator groups are created, allowing one user per group to report on behalf of multiple Aircraft Operators.
