As per the ReFuelEU Aviation Regulation, Aircraft operators need to comply with two obligations:
- Article 5 – Aircraft operators must uplift 90% of the required fuel from Union airports during the reporting period;
- Article 8 – Aircraft operators must report their data by the 31st March every year using the official reporting template (see supporting documents for the most up-to-date)
Reporting Template
To fulfil their obligations under Article 8 of the ReFuelEU Aviation Regulation, aircraft operators must fill in and submit the Template for Aircraft Operators (see Annex II to this Regulation).
Supporting documentation and tools
To support the Monitoring, Reporting and Verification (MRV) process for the Aircraft Operators in order to comply with Article 8 obligations, EASA has developed supporting documentation and tools, including:
- Manual for Aircraft Operators and verification bodies
Interested stakeholders can download the Manual for Aircraft Operators and Verification Bodies, which provides guidance on monitoring, reporting and verifying data as outlined in Article 8 of, and Annex II to, the ReFuelEU Aviation Regulation.
The European Commission has also published Interpretative guidelines on the application of the exemptions referred to in Article 5 of this Regulation. - Fuel monitoring tool (optional)
In order to facilitate the reporting process, EASA developed the Fuel Monitoring Tool. This recommended tool aims to facilitate the monitoring and reporting exercise of aircraft operators as well as the verification process by verifiers.
