Description
The EASA Committee is a body within the meaning of the so-called “Comitology Regulation” (Regulation 182/2011 laying down the rules and general principles concerning mechanisms for control by Member States of the Commission’s exercise of implementing powers).
Implementing acts are not to be confused with delegated acts. Whereas implementing acts are used to lay down detailed rules, and are adopted through comitology, the European Parliament and the Council may delegate to the Commission the powers to draft and adopt delegated acts meant to supplement or amend the non‑essential elements of the basic act. To do so, the Commission is assisted by an Expert Group (in the case of Delegated Regulations having the EASA BR as a legal basis, it is the Expert Group on Aviation Safety).
