Easy Access Rules for Unmanned Aircraft Systems (Regulation (EU) 2019/947 and Regulation (EU) 2019/945)

Revision from January 2021 - Available in online format
Drones-Easy-Access-Rules

This publication contains the rules and procedures for the operation of unmanned aircraft displayed in a consolidated, easy-to-read format with advanced navigation features through links and bookmarks.

It covers Commission Implementing Regulation (EU) 2019/947, the related acceptable means of compliance (AMC) and guidance material (GM), as well as the Commission Delegated Regulation (EU) 2019/945 on unmanned aircraft systems (UAS) and on third-country operators of UAS.

The Revision from January 2021 incorporates the changes to the AMC and GM introduced by ED Decision 2020/022/R to:

  • clarify the conditions for authorising UAS operations over populated areas and assemblies of people in the ‘specific’ category;
  • ensure the interoperability of the EASA Member States’ national registration systems for UAS operators and for certified UAS that require registration; and
  • introduce new predefined risk assessments (PDRAs) and improve the existing PDRA.

The document will be updated regularly to incorporate further changes and evolutions to the implementing rules (IR), delegated rules (DR), AMC and GM.
