Modular LAPL is coming!

The article 4(7) of the Aircrew regulations has been rearranged to give the option for Member States to implement a modular training approach towards the issue of an LAPL..

Even before meeting all requirements for the issue of an LAPL, Member States can issue authorisations to the student pilot to fly solo without supervision.

This option allows existing modular training like the French "brevet de base" to be continued and may now also be applied for LAPLs for helicopters, balloons and sailplanes.

This change has been voted during the last EASA committee. Entry into force could happen in 8 weeks...

But I don´t clearly understand what´s the benefit of such ... ... .... "domestic variant of licencing".
Even today pilots fly solo "before meeting all requirements of LAPL" i.e. they do so under supervision while undergoing cross country training. As modular LAPL allows cross country flying to those incomplete educated pilots, those should (shall) have trained it properly.

However, I think that a young student will need 16 years old for a solo and 17 years old for the licence? So french young pilot are loosing 2 years in regard with the "brevet de base"... Whereas gliders pilots can still be young.

Leafing through CIR (EU) 2019/430 I wonder why we have modular LAPL(A) and no modular PPLA(A). ...
