Production Organisations Approvals

According to Article 77(2)(b) of Regulation (EU) 2018/1139, the Agency shall be responsible for the tasks related to certification, oversight and enforcement for production organisations having their principal place of business outside Member States.

For production organisations having their principal place of business in a Member State, the competent authority is the one designated by that Member State. The relevant competent authority may contact EASA as required.

Production Organisation Approvals (POAs) are managed by EASA in accordance with Commission Regulation (EU) No 748/2012. The agency is responsible for:

  • The management of all applications having their principal place of business outside Member States (“foreign POAs”).
  • The management of applications from organisations having their principal place of business inside Member States, upon request for reallocation of responsibility by Member States (Article 64 of Regulation (EU) 2018/1139).
  • The management of applications from organisations having their principal place of business inside Member States, upon request for reallocation of responsibility by organisations operating in more than one Member State (Article 65 of Regulation (EU) 2018/1139).
  • The issue of related certificates and their continued surveillance.

Decision 2005/001/CF established the Agency's Internal Certification Working Procedures. This decision followed MB Decision 3/2004 of 3 February 2004 of the Management Board concerning the general principles related to the certification procedures to be applied by the Executive Director for issuing of certificates for organisations (referred to by the Agency as the 'OCP Decision').

EASA regularly updates the List of Approved Production Organisations, as well as the list of EASA POA suspended, surrendered or revoked. 

Good practices

EASA has developed a User Guide and several checklists describing how EASA applies the essential requirements, their implementing rules and associated AMC and GM, to production organisations applying for an EASA approval or holding a POA issued by EASA.
A dedicated checklist on the assessment of Additive Manufacturing has been recently published. This checklist may be used by applicants for and holders of an EASA POA, to support their self-evaluation and to be prepared for the EASA assessment. It may also serve other competent authorities in the EASA system to develop their own practice and checklists. This checklist is shared only for information.

Applications

  • Initial application: A new application for an EASA Part-21 subpart G Production Organisation Approval shall be made through the EASA Portal. Further information on the EASA Portal registration process is published in the EASA Website.
  • Application for Significant Changes to an approved EASA POA: an application shall be submitted using an EASA Form 51
  • Application for POA accountable manager and nominated managers: EASA FO.POA.00174 is required for Management Personnel to be accepted as specified in Part 21, 21.A.145(c)(2)
  • Additional information required for each application is described in the User Guide for Production Organisations.

Fees & Charges

In accordance with Commission Implementing Regulation (EU) 2019/2153, the Agency levies fees and charges for all its certification and approvals activities.

Export Certificate of Airworthiness (E-CofA)

EASA is responsible for the issuance of E-CofA for new aircraft manufactured by Airbus and Airbus Helicopters.

Chinese Production Certificate and Chinese Technical Standard Order Authorizations(CTSOAs) holders

As per Chapter 6 of the Technical Implementation Procedures (TIP) for Airworthiness and Environmental Certification Between the Civil Aviation Administration of China and EASA a list of Chinese Production Certificate holders, including holders of CTSOAs, whose production is accepted by the European Union is published and regularly updated.
