—Commission Delegated Regulation (EU) 2022/2074 of 20 July 2022 amending Regulation (EU) No 139/2014, as regards the definition of SNOWTAM; and

—Commission Delegated Regulation (EU) 2022/1645 of 14 July 2022 laying down rules for the application of Regulation (EU) 2018/1139 of the European Parliament and of the Council, as regards requirements for the management of information security risks with a potential impact on aviation safety for organisations covered by Commission Regulations (EU) No 748/2012 and (EU) No 139/2014 and amending Commission Regulations (EU) No 748/2012 and (EU) No 139/2014.

To incorporate:

—ED Decision 2022/016/R amending the AMC & GM to Authority, Organisation and Operations Requirements for Aerodromes (Issue 1, Amendment 7), as regards the aeronautical information publication; and

—Regulation (EU) 2024/894 amending Regulation (EU) No 139/2014 as regards occurrence reporting;

—Regulation (EU) 2024/405 amending Regulation (EU) No 139/2014 as regards the use of signals in case of radio communication failure; and

—Regulation (EU) 2024/1400 amending Regulation (EU) No 139/2014 as regards aerodrome safety, change of aerodrome operator and occurrence reporting.

To incorporate:

—ED Decision 2023/010/R on the management of information security risks - Development of acceptable means of compliance and guidance material to support the Part-IS regulatory package implementation (Issue 1, Amendment 9);

—ED Decision 2024/004/R amending the Acceptable Means of Compliance (AMC) and Guidance Material (GM) to Regulation (EU) No 139/2014 (the Aerodrome Regulation) to support stakeholders in implementing the recent amendments to the Regulation introduced through Implementing Regulation (EU) 2024/894 and Delegated Regulation (EU) 2024/1400 (Issue 1, Amendment 10);

—ED Decision 2024/005/R correcting ED Decision 2024/004/R - ‘Transposition of “AMC1 ADR.OR.D.005(b)(11) Management System” from Annex I into Annex III to ED Decision 2024/004/R to correct its applicability date’; and

—ED Decision 2024/008/R proving regular update of the standardised European rules of the air — AMC and GM to Implementing Regulations (EU) 2024/403 and (EU) 2024/404, and to Delegated Regulation (EU) 2024/405 (Issue 1, Amendment 11).

March 2026

This Revision incorporates:

—ED Decision 2025/004/R of 16 May 2025 that introduced Issue 7 of the Certification Specifications and Guidance Material for Aerodrome Design (CS-ADR-DSN Issue 7):

•to amend provisions of operational nature that have already been transferred to the AMC & GM to Part-ADR.OPS of Regulation (EU) No 139/2014 through ED Decision 2024/004/R; and

•to make editorial changes;

—Commission Delegated Regulation (EU) 2025/21 of 19 December 2024 amending Regulation (EU) No 139/2014 as regards requirements for aerodrome operators related to ground handling (GH) activities;

—the related ED Decision 2025/009/R of 7 July 2025 establishing AMC and GM to support the implementation of the new EU safety regulations on GH at aerodromes subject to the Treaties of the European Union; and

—Commission Implementing Regulation (EU) 2025/2293 of 10 November 2025 amending Implementing Regulation (EU) 2023/203 as regards the requirements applicable to organisations subject to a declaration and correcting Regulations (EU) No 1178/2011, (EU) No 748/2012, (EU) No 965/2012, (EU) No 139/2014, (EU) No 1321/2014, (EU) 2015/340, and Implementing Regulation (EU) 2017/373.
