Having trouble with the CAA to establish an OMNI DEP from our non-instrument runway.
Where can I find a regulation supporting that it's possible to make an IFR takeoff from an non-instrument runway in controlled airspace?
The Swedish CAA claims that the Swedish definition* of a non-instrument runway also applies to take-off not only landing. I don't agree, I can't find any regulation that says it's not allowed.

*Swedish definition "A runway intended for Visual approach or for instrumentapproach to a fix point in space from which the approach continues VFR for landning"
We have had more than a year now in this matter to establish APV and OMNI DEP at our Airport with an non-instrument runway. We will get there finally of course, but its tough to work against the CAA instead of working together for increase safety and maintain safe flights.
What kind of traffic are you planning for? If only non-commercial (part-NCO/NCC), you can depart IFR even from VFR airports without any departure procedures at all (indeed Swedish national regulations before the EU Ops rules said the same thing). In fact, we do that from my airfield (ESKC) which is a VFR airfield in controlled airspace. For commercial air traffic it's different, of course.

Yes that's what we say to the CAA but they says that the Swedish defintion of the non-instrument runway applies as well for departure. And you cant departure with VFR on an OMNI-DEP.....
We do start IFR sometimes here as well, but the ATS is not very happy about it. And as well we have for the Police, Ambulance and SAR at the Airport and the really need an OMNI DEP.
I don't see how the Swedish national classification of runways is relevant. There is no mention in part-NCO/NCC that you need an instrument runway for IFR departures.
