Flight instructor competence assessment

What are the reasons that a FI(A) has to go through a competence assessment every six years (subsequent revalidation) a FI(S) only every nine years?

Beside this I would like to know where I can find the differences between the competence assessment of the different instructor ratings?

 

As an FAA certified instructor (airplane and glider) I have to do only one renewal (every two years) for both flight instructor airplane and glider licenses what makes sense for me because

the same teaching skills are necessary teaching aircraft or gliders.

The competence of flying the different categories is assessed through the BFR.
