N-registered GA airplane:
Is it possible / legal for EU citizen to be the owner and to operate privately in Europe an N-registered GA airplane without having the US citizenship or being a permament US resident?
Is all continuing airworthiness to be performed under FAA regulation even when the airplane is permanently in Europe?

Well it is nearly only way how to keep or build multi-engine hours in Europe ... if you are not Rockefeller family member

Hi Dominique,
I am a member of such an experience exchange, which takes place regularly, organised by a non controlled aerodrome operator within the region of Bremen, Germany.
Every third tuesday there is an evening get together for everyone who is interested. It is very fruitful and members of aerosportclubs, ATO/DTO, FI/FE, student pilots, private owners, ATC, aerodrome opertor and NAA come together.
Almost every time there is a short speech of an expert (subjects like flight planning software, Part-FCL, Part-Med, etc.) followed by an discussion.
I can recommend it.
Just culture and safety culture are very important and a mindchange has to be promoted. Such experience exchanges are a good tool for promotion.
And Sunny Swift is a good tool to remember basic flying issues and to think about it! Congratulations for that and keep it up!

Transponder and balloons/sailplanes
Due to the ongoing discussion about the need to carry and operate a transponder on board of a balloon or sailplane, please note the following clarification:
As regards transponders, the Implementing Rules (BOP.BAS.360 for balloons and SAO.IDE.135 for sailplanes) do not prescribe that all balloons and sailplanes need to be equipped with a transponder. Under BOP.BAS.360 and SAO.IDE.135, the carriage and operation of a secondary surveillance radar (SSR) transponder is only required, when operating in a portion of airspace designated by the competent authority as a transponder mandatory zone in accordance with point (b) of point SERA.6005 of the Annex to Regulation (EU) No 923/2012.

This will be clarified by guidance material. -> Guidance material should clarify implementation of a rule and detail the acceptable means of compliance. Never rewrite the requirements contained in that rule.
With the current text of the SAO.IDE.135 the transponder is mandatory and it must be able to comply with requirements defined in SERA.6005.
If the intention was to require transponder only in some select airspaces why not say soy in the rule ? I find that is very poor rule-making by EASA.

Guillaume Féral (F), Paolo Pocobelli (I) and Mike Lomberg (SA) all three paraplegics have just started an incredible aventure: Fly around the world with two CTLS aircraft modified to significantly extand their fuel capacity.
EASA and FOCA were involved in approving Flight Conditions and issuing Permit to Fly.
