N-registered GA airplane:
Is it possible / legal for EU citizen to be the owner and to operate privately in Europe an N-registered GA airplane without having the US citizenship or being a permament US resident?
Is all continuing airworthiness to be performed under FAA regulation even when the airplane is permanently in Europe?

Yes it's legal. To operate a twin, it's probably the only economical way to do it. Hopefully EASA will revise the regulatory requirements which have decimated the light twin fleet in Europe, unnecessarily. Perfectly good aircraft were scrapped as the cost of compliance with EU regulations was so high.
