@Jürgen, the issuer state does not have to be the same as the registration state, but the registration state must recognise the license. That's exactly what the document I referred to does. (And to which @Gerhard provided a link -- thanks!) In the case you referred to the US was the registration state so the EASA mutual recognition does not apply.

CH and REGA using mostly LPV200 procedure, on the other hand
reading from that article Norsk using PinS, which is good to know.
In 9A we are talking now about first hospital helipad with LPV200
No civil H operator at the moment, but police and soon civil protection soon
are capable on LPV200.

On the occasion of the Cybersecurity Workshop of the ICAO/LACAC NAM/CAR and SAM Aviation Security and Facilitation Regional Group (AVSEC FAL) kindly hosted by ANAC Brazil on 21 November 2022 in Iguazu, Brazil, EASA was invited to deliver a keynote presentation.
The EASA delegation was led by Mr Luc Tytgat, Strategy and Safety Management Director, and included staff from the International Cooperation - America & Africa Section, EASA Representative in Panama, as well as the Cybersecurity in Aviation & Emerging Risks Section.
The workshop opened with welcoming speeches from high level representatives of Latin American Civil Aviation Commission (LACAC), EASA (Mr Tytgat), ICAO South American Regional Office (SAM), ICAO North American, Central American and Caribbean Office (NACC) and Civil Aviation Authority of Brazil (ANAC). All the speakers agreed on the importance of the cybersecurity topic, and the need to tackle the cybersecurity threats.
Mr Tytgat stressed the importance of cooperation between ICAO and EASA in the areas of safety and security, the role of EASA vis-à-vis cybersecurity in Europe, and introduced the upcoming presentation on “EU Strategic Coordination Platform (ESCP), the added value of regional cooperation and other EASA Cybersecurity tools” by Mr Davide Martini, Senior Expert on Cybersecurity in Aviation.
A total of approximately 100 participants from the LAC region attended the event, which gave EASA an important opportunity to disseminate EU experience in the region.
Taking the opportunity of the AVSEC FAL workshop and the presence of DGs and Regional Directors, EASA delegation is in Iguazu for the kick-off of the new EU LAC Aviation Partnership Project (APP) funded by the EU and implemented by EASA. Resist Get-There-Itis bias!
Research conducted by the General Aviation Joint Safety Committee’s (GAJSC) Controlled Flight into Terrain (CFIT) work group report suggests that human bias — particularly plan continuation bias — may be a significant factor in CFIT accidents. It’s important for pilots to know how these human biases could negatively influence pilot decision-making, as well as learn how to more effectively manage things that we can control and plan for those that are beyond our control.

I think that is a very good question, as the approach may be continued as long as RVR is at least 550 m. The closest thing to an answer to your question that I can find, is GM1(d) NCO.OP.210:
"If the RVR is less than the RVR calculated in accordance with AMC3 NCO.OP.110, a go-around is likely to be necessary since visual reference may not be established at the DH, or at the MDH at a point where a stable approach to landing in the TDZ remains possible. ... The pilot-in-command should consider available options, based on a thorough assessment of risk, such as diverting to an alternate, before commencing the approach."

In my opinion: The original logical purpose of fuel ERA is to have somewhere to land, if you have used 5% contingency but are only carrying 3%. Therefore it must be located before the destination. Using DEST as fuel ERA is contrary to the intentions of the rule.
