I have a question about the contingency fuel policy.
AMC2CAT.OP.MPA.150(b) Fuel Policy explains the location selection methodology of the fuel ERA aerodrome.
If the total plan distance includes the STAR, and when the STAR has some relatively long sections perpendicular to the destination, the gray shaded area in the attachment picture could also cover the destination aerodrome.
My question is if it is legal to select the destination aerodrome as the fuel ERA in this case? There is not a written rule about this, but IMHO the figure clearly demonstrates that the operator shall not select the destination aerodrome as the fuel ERA.

In my opinion: The original logical purpose of fuel ERA is to have somewhere to land, if you have used 5% contingency but are only carrying 3%. Therefore it must be located before the destination. Using DEST as fuel ERA is contrary to the intentions of the rule.
