Hello everyone, I hope you are all safe. I'd like to ask if a holder of "L" maintenance licence is entitled to maintain and review airworthiness of Annex II aircraft, or is this license limited just to EASA aircraft?

It is a light aircraft specific maintenance personnel licence that was created to improve the access to general aviation maintenance. Please see point 66.A.3 (f) in Reg 1321/2014 on continuing airworthiness:

Good evening to the rotary wing community. As a CPL, FI, FE and head of training in a small helicopter DTO in France, I'm also working as an ATCO at a regional airport. Always keen on learning and sharing all material and infos related to helicopter operations, especially VFR ones and those related to training. Fortunate enough to have been trained by and learned a great deal from Peter Gillies, former chief pilot at Western Helicopters (CA) and author of numerous, "must read" articles about helicopter training and safety ones published in former Autorotate Mag. Concerning the "must read articles" I mentioned, there were published in Autorotate MAG, a former parent publication from the Professional Helicopter Pilot Association (PHPA) between 2000 and 2010. Peter (Pete) Gillies was one of the regular contributor of this magazine with a column titled "Purely Pete". Many topics (autorotation training, confined area landing, dealing with the wind, all kind of emergency maneuvers...) were treated but with the insight of a field expert, so not necessarily with the "by the book" style...
Unfortunately, I didn't succeed in retrieving the web link about these articles. I have a personal collection of a PDF format of each one, but, nevertheless, please find this link about AIN related to the conclusions of an EMS ASTAR accident investigation years ago in the US. Pete had been interviewed by the NTSB about it and had taken the opportunity to talk about one of his favorite subjects for decades, the autorotation entry when dealing with a real, not training, engine or transmission failure.https://www.ainonline.com/aviation-news/aviation-international-news/201….

There is currently an exemption for theory exams valid until 30.11. listed in https://www.caa.cz/wp-content/uploads/2020/08/Seznam-v%C3%BDjimek-COV-1… (the very last row), unfortunately I could not find any further details as to what exactly it entails, the best would be to call CAA directly.
