I think the vast majority of LORAN-C transmitters have been retired.
Only a handful of aircraft are even still equipped for it (or at least list it in their flight plans as such).
This website might give you extra information on current status and plans for the LORAN network (posting attachment as this EASA website does not allow direct links).
