Greetings from Greece . Is there any form for General Aviation (either aeroclubs or privately owned aircrafts) that is a manifest of passengers (who , what relation and other personal details) that are used in any EU CAA Authority ? There's the good old General Declaration but beyond that is any other form imposed for passengers that embark on a training or recreational flight (NCOs in particular).

EU US BASA agreement
On the 19th of November this agreement was signed. It makes clear under which conditions you can transfer a FAA licence to the EU licence incl. the privileges and vice versa. It was not immediately clear if you can now fly a "N" registered aircraft with a EU licence in the EU.. I assume you can not. Is this assumption correct? Leaving aside flying a "N" registered aircraft with an EU licence in your own country.
Part-FCL currently requires 100 hrs experience to convert a third-country ICAO PPL to EASA, and 50 hrs IFR experience to convert a third country IR to EASA. So I believe Karel has a point.

Swiss FOCA and SAMA had decided on 03.12.2020 to publish the Anybody’s Combined Airworthiness Exposition (A-CAE) example document for general use – it is available on www.svfb.ch under "Regulations" and "FOCA" in Word-Doc Format.
For FOCA Mr. M. Caboussat has coordinated all internal and external inputs and changed the initial draft issued by SAMA, which was based on former published FOCA “Anybody’s CAME”.
So “have fun” to transit from M/F, 145 and M/G into the CAO, ML, M and CAMO World.

The transition is relatively simple by using the existing MOM (or MOE) and CAME.

We have also an extra XLS to support the move, which was created from the very helpful EASA Guide (Revision January 2020), but in one table.
Special care must be given to the new privileges of Part-CAO and -ML and also to Part D of the CAE. There we got a lot of very valuable support from our Competent Authority!!

Even in Germany biannual checkflight for microlight licence must be performed on a microlight.
Only renewal of microlight licence may be done on SEP or TMG

Winging It: Key Issues and Perceptions around Regulation and Practice of Aircraft Maintenance in Australian General Aviation

Abstract:
The very diverse character of General Aviation (GA) within Australia poses challenges for its effective management of risk and safety in the sector. Improvements for human performance and perceptions of safety within the maintenance environment are among the areas which regulators have targeted for continuous improvement.
This paper provides a timely empirical exploration of maintenance engineer perspectives around:
(1) Changes in the role of the regulator/regulation that have impacted the sector and diminished safe operations; and
(2) specific practical and operational challenges that the GA industry must deal with to sustain safe operations going forward.
A thematic analysis of transcribed qualitative data revealed five key themes and identified a number of key issues from sector changes including a decline in training and education, drift in working practices, and wider power-distance gap. Issues with auditing and bureaucratization, negative safety climate, and underlying values and philosophies were also found. Practical and operational challenges going forward included an array of concerns associated with safety, the mismatch between GA and commercial aviation, workforce development and the financial burden in the sector.
The results draw attention to the interconnectedness between various components of the GA system, and carry timely implications for regulation in the GA sector. Future research directions are discussed.
Karel Abbenes As far as I know there aren't any studies on the EU GA sector; thus there may be an opportunity to investigate these aspects (cultural and other differences between different EU states). Happy to discuss this further should there is an interest on such research projects.
