My concern is the scaleability of a Management System for our NCC- and SPO-Operators!
In most cases the MS is difficult to establish and to fill with life, for an one or two person operation with a smaller Biz-Jet (eg. Citation) or a simple 'work-horse aircraft'. They struggle with designating Personal, setup a SRB, establish a reporting system, develop an ERP etc.
There is not even a reason for a policy.
E.g: no reports because of simply 'nothing really to report' and 'no one to report to' and therefor no statistics, no conclusions...no gain out of this effort.
"If something happend, we (both) talk about that issue, anyway making a decision and solve the problem - straightway and final" Finished....
Thats what an operator mentioned recently. How to sensitize those, how to 'take them on board'?

Dear all,
I wanted to get your opinion on the following question:
1) Do you consider that navigation charts are required in critical phases of the flight? (take-off run, the take-off flight path, the final approach, the missed approach, the landing, including the landing roll)
2) Do you interpret that the EASA regulation requires it?
The context is the use of portable EFBs as a source for navigation charts. For the portable EFB to be used in all the critical phases of the flight, it requires a support/mounting device (ref to AMC1 CAT.GEN.MPA.141(a)).
I couldn't find any reference in the regulation requiring charts in critical phases of the flight, but the RIM (Ramp Inspection Manual) Appendix 1 asks SAFA inspectors to enforce it (refer to page 36, PDF Code = A03-14).

Operators are obliged to have the Emergency Equipment Layout (EEL) for aircraft registration, etc.
Are operators also obliged to have the EEL on board and visible? If so, can you indicate the regulation/requirement that establishes this need?

ICAO Annex 1 only deals with Instrument Flight Time. Under JAR-FCL1, some pre-requisites based on Flight Time under IFR was introduced. In some states this caused issues, because there had never been a requirement to record Flight Time under IFR. The UK addressed this by adopting a conversion rate of 4 hours Flight Time under IFR for every 1 hour of Instrument Flight Time, which was acceptable in JAR-FCL days, but was not deemed to be an acceptable means of compliance under Part-FCL. Since Part-FCL has been applicable, logging of flight time under IFR is required.
