BASA agreement and the consequences for FAA licence holders:
I am unsure I fully understand the consequences of the new Bilateral Agreement between the USA and the EU. I have received information before but it is still not clear:

(1) where can I find the text of " The agreement between the United States of America and the European Union on Cooperation in the Regulation of Civil Aviation Safety (the Agreement) with its Pilot Licensing Annex (Annex 3)". I have the Technical Implementation Procedures - Licensing (TIP-L) , but the TIP-L keeps referring to Annex 3.

(2) The TIP-L will enter into force on 18 May 2021.
Does this mean that the rules in the TIP-L will be applicable for applicants as from that date?
Will Part FCL be amended especially for FAA license-applicants?

(3) will the TIP-L be applicable in the USA as from 18 May or will the 14CFR Part 61 be amended first for EU license-applicants?

It would help a great deal if these questions are clear...!

(2) Yes, the TIP can be applied as of entry into force. I do not think there is any need to amend Part-FCL, but happy to be corrected.

(3) Yes, the TIP applies also in the US, but the FAA may or may not retain some existing conversion processes in addition to what is foreseen under the BASA. Similarly in the EU Regulation 2020/732 remains in force as an option for anyone to use.
