In the latest Learning Objectives I can find (https://www.easa.europa.eu/sites/default/files/dfu/appendix_to_amc_gm_t…), why are there differences (e.g. page 11) between the CB-IR and BIR? This should be basic knowledge for all ratings, right? E.g. how to close a flight plan... Has an X been forgotten on a few rows?
Hi Erlend, sorry for the delay getting back to you.
As you hightlight, one of the outcomes of the rulemaking task that introduced the BIR is that the theoretical knowledge (TK) syllabus is not the same as the TK syllabus fas that for the CB-IR(A). Nor is it exclusively a subset of the CB-IR(A) syllabus. That rulemaking task did not review the syllabus for the CB-IR(A).
This means that amendment 10 to AMC/GM to Part-FCL, there are some LOs that are applicable to the BIR as BK or for the exam, while not applicable to the CB-IR(A).
In the table you refer to, the allocation of “X” for the CB-IR(A) in this part of the syllabus is the same as per amendment 4 to the AMC/GM to Part-FCL so no “X” is missing.

Thank you for your explanation. My books (The CB-IR series) are now updated to accomodate the extra syllabus for the BIR, however strange I find the differences :)
