Hi. I've got exactly the same question, can't seem to find any further information apart from "by the end of July". If anyone has any further updates on the DTO situation it would be great to hear!

Well, apparently the European Commission unfortunately voted on a draft that wasn't the final draft. So the vote needs to be repeated. Also, I heard that they will wait until the new Basic Regulation is in force, which will probably happen in fall. So I expect Part-DTO to come in force by early 2019, but hopefully fall 2018.

Florian is right. It seems Part DTO is delayed by the Commission probably because they wait the entry into force of the new Basic Regulations. We all hope this will not create additionnal delays. because of the new procedures (Delegated or Implemented Acts).

France has decided to anticipate and is applying DTO since June 2018. The initial feedback is looking quite good:
