Dear all,

In our company we are revisiting the "two-person-rule" implemented after the Germanwings accident, and according to SIB 2015-04 (later SIB 2016-09) and the EASA survey results following-up on that same issue.

Now the Regulation has implemented the Support Program, and mandatory psychological evaluations for flight crew - however, these are not mandatory for cabin crew, who is normally the person who enters the cabin when a pilot leaves.

With all this into consideration, I am curious to know what the industry thinks now about the "two-person-rule", and which companies have this implemented, or not.

Thanks in advance!

Robert Gottwald

I think the industry for the most part has pretty much decided that minimum flight deck occupancy is simply not an effective security tool. Hence it is also no longer required and thus also no support program requirement for cabin crew. However, I think you raise a vaild point there. There may be relevant arguments to broaden the scope of these to all crew and operational staff.

The Enac Aviation Medicine Regulations (ENAC is the Italian Civil Aviation Authority) has decided that support programs for cabin crew and Air Traffic Controllers are set up as well. T
This said, the point here according to me is the need that ALL safety sensitive personnel are provided with adequate support.
Do our best all the time. Prevent.
February last year I personally participated within the TSB of my trade union in the public consultation at the ministry of transport for the “ESTABLISHMENT OF SUPPORT PROGRAMS IN IMPLEMENTATION OF REGULATION (EU) 2018/1042 Management proposing RAA comments Central Air Regulation Management _ F.O. Aeronautical Medicine Date 01/02/21”.
Our comments have all been discussed and many have been endorsed.
This discussion covered also the implementation of the D&A policy, which cannot be dealt with separately, according to me.
Cheers,
Alessandra

We have issued some psychological tests for the cabin crew with the consultation of a psychologist. They undertake them when they are hired by the company and we evaluate the results accordingly.
