(a) Data gathering for safety performance monitoring of LVOs and operations with operational credits will need to include sufficient information for the operator to identify hazards and assess the risks associated with LVOs and operations with operational credits.

It mandates risk assessment.

why you doubt you have to? Do you think there is no risk associated with LVTO 125m?
If the ORE is done by the first time applicant, it can be used for further development of proceedures and training. The ORE will open your mind for a special view on some items related to LVTO which you might not have before. A different mindset is the most important result of any ORE in my point of view...
